Antonio Xavier da Rocha foi Prefeito de Santa Maria no período de 1937 a 1942. Homem de grande cultura e iniciativa, foi um dos fundadores da Sociedade de Medicina e do Centro Cultural e Artístico de Santa Maria. Na sua gestão foi criada e Inaugurada a Biblioteca Pública Municipal.
