A inauguração do Theatro Treze de Maio data de 1890. Em 1914, o Theatro passou a ser propriedade da Intendência Municipal e dois anos depois foi alugado ao "Diário do Interior", primeiro jornal de circulação cotidiana de Santa Maria. Na administração do prefeito Miguel Meirelles, em 1943, teve seu espaço totalmente remodelado, passando a abrigar a biblioteca pública e um auditório, espaço que ficou conhecido como Centro Cultural.
